Kathy Koehler, MPA, PMP

Kathy founded Koehler Partners in 2010 to help state and local governments, nonprofits, and major corporations improve their services through evaluation, project management, outreach, and training.

Kathy has 30 years of experience working with state and local governments, non-profits, and major corporations to improve their services through communications and outreach, performance measurement, effective collaboration and partnerships, and policy development.

She founded Koehler Partners — an Indianapolis-based consulting firm specializing in team building, program evaluation, project management, public outreach, and training and technical assistance — in 2010.

Koehler previously spent 10 years with Crowe LLP, one of the nation’s leading consulting and accounting firms, where she led projects to improve state and local government efficiency in a wide variety of areas, including human services, workforce development, education, and public safety. She holds several professional certifications including Certified Project Management Professional®, Certified Myers-Briggs Type Indicator® facilitator and ATD training certificate.

Koehler previously worked for the Indiana Family & Social Services Administration managing evaluations of state social services functions and developing performance measurements. She also served in policy and management roles for the Indiana State Budget Agency, Indiana Election Commission, and Indiana Department of Education.

She earned a bachelor’s degree from the University of Michigan and a master’s degree in public affairs from Indiana University O'Neill School of Public & Environmental Affairs (SPEA). She has served as interim director of O'Neill’s Public Policy Institute and Executive Education program. Koehler serves as an active community volunteer and has served as a board member and chair for multiple organizations.
