Kathy Koehler, MPA, PMP®
Kathy has more than 20 years experience working with state and local governments, non-profits and major corporations to improve their services through
communications and outreach, performance measurement, effective collaboration and partnerships, and policy development.
She founded Koehler Partners, an Indianapolis-based consulting firm specializing in team building, program evaluation, project management, public outreach and training and technical assistance, in 2010.
Koehler previously spent 10 years with Crowe Horwath LLP, one of the nation’s leading consulting and accounting firms, where she led projects to improve state and local government efficiency in a wide variety of areas, including human services, workforce development, education and public safety.
She holds several professional certifications including:
Certified Project Management Professional®
Certified Myers-Briggs Type Indicator® facilitator
ATD (Association for Talent Development) training certificate, focusing on the development and delivery of professional education curriculum and programs.
Certified Economic Development Finance Professional.
Koehler previously worked for the Indiana Family & Social Services Administration, where she managed evaluations of the state’s social services functions, including one of the nation’s largest experimental evaluations of welfare reform, and developed performance measurements for the agency’s childcare, child welfare, public assistance and child support service areas.
Koehler previously served in policy and management roles for the
Indiana State Budget Agency, the Indiana Election Commission and the Indiana Department of Education.
She earned a bachelor's degree from the University of Michigan and a
master’s degree in public affairs from the Indiana University School of Public & Environmental Affairs (SPEA) in Indianapolis.
In addition to her consulting work, she has served as interim director of
SPEA’s Public Policy Institute. She previously served as interim director of SPEA’s Executive Education Program and has been an adjunct professor of
organizational behavior at SPEA.
Koehler is an active community volunteer and has served as board chairs of the IU SPEA Alumni Association and Covering Kids and Families of Indiana. She also has served on the boards of Reach for Youth and Friends of Indianapolis Animal Care and Control.
